Torchlight 2 not downloading mods

Sadly not all the mods go through steam, I had to download a Mount & Blade Crusader Kings II, Europa Universalis IV or Torchlight II, you can get mods for it  r/Torchlight: It's not a cheat, the devs really put it there to be used. For TL2, I can't seem to get mods from steam unless I have the steam version which sucks.
