Steamcmd wont download mods

I have a problem installing steamcmd/Garry's mod server. I've been through most folders but still not found the folder the game files are in.

i re-downloaded the mods multiple times last night, on every occasion the dedicated server app ID 376030 is not fully extracting the mods. When trying to download a HL1 mod like TFC, initially it the engine files of the HLDS, but not the mod.
